QINGYUAN, China — The 48 soccer fields of the vast Evergrande Football School in south China seem barely adequate for its 2,800 students. But if soccer distills Mr. Xi’s national ambitions, it also illustrates how his plans could falter, as they have in other arenas, in a muddle of rushed and distorted enforcement, in particular at the neighborhood level. The privately run Evergrande school, the world’s greatest soccer boarding school, says its formula of intense coaching combined with a strong education could show the way for building young players.
